Mover Controller offset doesnt apply on Movers that aren't directly connected to the controller.

Issue description: The offset only applies to the Vehicle Card when it is in the Mover that is connected directly to the Mover Controller. As soon as I use the controller to move the vehicle to another floor, the offset no longer applies and the vehicle is incorrectly placed.

Steps to reproduce:

Call vehicle to main floor, then call it to another floor.
