[UX] Creating new report is only available under Configuration button in All Reports

Issue Description

Once the user gets to the reports area, there isn't a clear way to create a report. By default, the user is taken to Saved Reports when clicking on Reports, but in order to create a new report, the user must first go to All Reports.

Make it obvious how users could create a report once they get into this area. This is important because reports are one of the vital ways that users can alter their dashboard to diagnose issues and audit their system.
