[UX] Errors in the form from multiple tabs

Issue Description

There are required components on some of the tabs within the report builder. If they need to be completed prior to moving to the next tab, indicate this to the user prior to them trying to click the tab. Though, this does let users know ahead of time, which is an improvement.
