Add a tool for resetting CKB Cell on Force Bridge #791

By resetting the Cell and transferring the CKB Cell to the CKB address, users can improve their capital efficiency.

To do so, they need to copy and export the transaction data, paste it into the CKB explorer, and broadcast it.
