[1.7+] tier 3 thermal padding acts like tier 4 & 5 thermal padding

Description of Issue(Required)

I planned to travel to Jupiter and the other planets, but when I go to both Jupiter/Saturn & Uranus+ the tier 3 Thermal Padding Acts like tier 4 & 5 thermal paddings which is preventing me from dying from wearing the wrong type of thermal padding.

Steps to Reproduce Issue(Required)

1. Launch the rocket & blast off.
2. Land on Jupiter or Uranus and chill there.
