When we get around to documenting peripherals, let's make sure to mention that keyboard scanning row 9 is not controlled by the CIA but by the UART. In particular, a joystick controller needs to mask out row 9 to ensure it doesn't confuse No Scroll, Tab, Alt, Help, and F9 as joystick input.
