Enable full parallelization once xUnit v3 has support for parallelization within test collections.

Until then we could implement this hack to achieve the same. Gérald Barré also created a NuGet for this. However, this doesn't seem to offer perf benefits, see: #125. It also needs to be migrated to xUnit v3: meziantou/Meziantou.Xunit.ParallelTestFramework#21.
