Get wormhole-client work with older versions of GHC #13

A friend tried to compile with GHC 8.2.2 and didn't succeed because of unmet build constraints. We need to decide on a versions matrix of GHC that we need to support.

The circleCI build with Ubuntu 18.04 has GHC 8.0.1. Debian stable has 8.0.1, so perhaps it is a safe bet to support from 8.0.1 onwards. Along with Cabal 2.0 and GHC 8.0.1, it seem to build fine with a relaxed version constraint on base (49e2707)
