The rings of orange and green are oscillating each step.

Much easier to observe on less smooth maps. See #831 for more discussion about this problem and how we might fix it.

Attempted a fix where the transfer could not result in a drop beyond the average water height of the neighborhood.

This failed, as the pretty fractal patterns are not caught by this check T_T
