Add a way to convey no available rides on filter

If based on some filter there are no rides available then just replace the filtered ride list with a "no ride available" component (your thing)

Note that this should only be shown if a user has chosen to filter rides, and not on the initial load of page (it can be the case that there doesn't exist rides at all after current time)
