Need a visual of how to implement info into World Info and info into memory

Ive been looking over the tips and I'm still not sure what goes into where to get Kobald to work effectively. I use the Janeway model for creative writing. I put my characters and world in World info. Write the scene and put in the genre info in the memory. All it does it take the story or scene in a weird direction or introduces a random character. Is it supposed to do that? I thought it would take character info and add more nuance in responses or the scene in general.
