The items of MenuFlyout can't be generated dynamically. This would probably help:

public IEnumerable ItemsSource {
  get {
    EnsurePresenter();
    return m_presenter.ItemsSource;
  }
  set {
    EnsurePresenter();
    m_presenter.ItemsSource = value;
  }
}
