Small B9 Procedural Fairings cause Procedural SRBS to get stuck at 10kN max thrust

When using this mod with the latest version of B9ProceduralFairings, if there is a procedural fairing base of size 0.625m or smaller anywhere on the vessel, Procedural SRB thrust becomes capped at 10kN. I haven't been able to figure out which mod is most responsible for the problem, but I thought it was worth posting here since they're very commonly used together.
