Below configs are missing from conrailctl which need to be added.
region_name
nova_endpoint_type
[KEYSTONE]

auth_host=127.0.0.1

admin_user=

admin_password=

admin_tenant_name=

admin_token=

Driver to use for scheduling virtual machine of a NetNS service instance to a

vrouter agent

si_netns_scheduler_driver = svc_monitor.scheduler.vrouter_scheduler.RandomScheduler
