Description
Right now, createStore is In Progress. We need to decide if it will be creating new handouts for the stores (probably with a new function), since the checkStores stub function that it currently contains is intended to validate the existence of handouts

Additional Information
Once we are satisfied that we have a solid release version of the function, we will also need to remove the stub "In progress" messaging, and finalize logging
