Since Food Policy Button Gone from Health Pane, Can't Change Food Policy Mid-Caravan

This is more frequent than one would expect, since I think it is relatively common to have one food restriction in place at home-base, and another for caravaning (since packaged survival meals are expensive), so the user must remember to change policy prior to leaving with caravan, because once caravan is formed, it cannot be changed.

It is possible to change mid-caravan in vanilla as per below button, which is removed by this mod.

was playing a nomad challenge and this caused issues while on the road .. so i fixed it :)
