On the Win7 desktop, I'm getting 24 conflicts in a test page that has the following:

I can't answer because this is still a Windows 7 version that has not been supported by Joplin for ages, and i think there have been enough improvements that have also targeted sync and conflicts (But not 100% sure)

No this is not possible
Should I have Note-overview installed in all instances of Joplin?
Yes you can, I have it on all my instances and have nearly and extremely rarely have a sync conflict.
If you have two devices and one is always online and one is not, possibly because it is a laptop, and you make changes to both that are also reflected in the overview and the laptop comes back online, then the probability of a conflict is very high, as the note has been changed on both devices and one will now detect a conflict during sync.
You can also to try to set different Update interval in minutes which do not coincide if all devices always try to synchronize at the same time.
