Spanish and French menus are out of sync with English menus

Right now when you go to https://www.internetsociety.org/es/ and https://www.internetsociety.org/fr/ the menus are out of sync with the English menus. Some of the links still go to an "underdevelopment" page.

We are in the process of finishing the translation of all the various pages that line up with the English menus. Once that is complete we will go through and synchronize the menus so that the Spanish and French menus match the English menus.
