Is dsaparams=1_2 equivalent to dsatransparency=~1_2? Why do we have both? Should one superseded the other?

@jdwieland8282 each transparency object has it's own domain and params, as it can be more than one domain if exchanges are involved.

I concur I do not see how dsaparams (the URL parameter) can be used. In the Transparency object, these values (the params) have a context of a domain name. In the URL parameter they do not. In other words, if a consumer receives a call with the URL parameter dsaparams defined, what is it supposed to do with the information?
