Upgrade Python to 3.10

I guess it's time to upgrade python version in our JupyterLab Math service (we currently run 3.8)
One use-case we came across recently is using the sparc-client package, who requires python>=3.10

It will be better to make a minor (major?) upgrade of the service version, since users python scripts might break going from 3.8 to 3.10.

@GitHK, @pcrespov let me know if there are other things to keep in mind.
