An updated version of the Task 32 roadmap

What's new?

• A clearer introduction and explanation of how the Roadmap should be used
• Clearer differentiation between the community's goals and what Task 32
• Explicit recognition of a wider range of wind lidar R&D activities, even where there are no ongoing Task 32 activities
• An explanation of what COVID-19 means for the Task.
