this is an error of windows itself, there was a fix with a different executable but apparently the download limk for that executable is no longer available

The easiest way that works for me:

  1. Download https://github.com/thp/psmoveapi/releases
  2. Extract it anywhere.
  3. Copy lib folder content to bin folder.
  4. Connect ps move controller to PC via USB.
  5. Open cmd.exe as administrator.
  6. Write CD %path to bin folder% (for me its CD C:\PSMoveSteamVRBridge\psmoveapi-4.0.10-windows-msvc2017-x64\bin)
  7. Write psmove.exe pair
  8. Disconnect ps move controller from PC and keep pressing PS button until it finishes.
After pairing with psmoveapi it works with PSMoveSteamVRBridge.
