Voice chat currently only features push-to-talk: a button which must be held during the entirety of chatting. As an alternative or replacement, toggle-to-talk could be implemented: a button which is pressed once to start chatting and once again to stop.

My plan with #596 was to introduce a gated or activity based voice chat mode. Of course, the changeset became large an unwieldy and that never made it in. So, I'm writing it here to make sure it doesn't get forgotten.
