How do I get my App's Shortcuts to appear in the Shortcuts app?

I get that I can present a shortcut which will then show up in the Shortcuts app, but it seems like every other app on my phone that has shortcuts does not have to do this.

When I open the Shortcuts app I see apps listed where I've never been presented a shortcut. Is it possible for my shortcuts to show up (via search) without having to first "present" them from my app?
