Windows 10, using Pulsus at first bundled with uBMSC, and then separately downloaded from this repository gives this error, and causes Pulsus to crash immediately after selecting BMS file to play.
When opened through uBMSC (located on F:)
When opened on its own (located on C:)
Note that while this instance of Pulsus was run from a location on the C: drive, the Pulsus error message still gives paths to the F: drive where the first run of Pulsus was ever performed on this machines.
This error occurred in up-to-date Windows 10 Home Edition

Your chart doesn't seem to have any playable notes in P1 or P2 lanes which is the main cause of the crash.
(You can ignore the file paths in the error because they originate from the debugging symbols provided with Pulsus to make the stack trace more readable for me.)
