AMD Encoding does not work with default configuration settings

It seems even with default AMD encoding settings, the stream does not play correctly on Glimesh. The thumbnail generation also fails so we'll need some help figuring out why.

Here's an example configuration with the Advanced settings shown:

I also tested saving some raw H264 packets to a file, and VLC will play them successfully if encoded with x264 but not with the AMD encoder.
