Fix releases on develop #62

@matthewhoman noticed that the Windows Release on develop is missing some libs, (ipfs-pubsub, yaml-cpp) and this was working on the fix_build_targets release.

Investigate what is missing and why it succeeded in creating the release if some projects failed (probably some error suppression would be my bet).
