It was 2-3 years since I tried to get my Wii U working. In that time I had swapped out my wifi device. I was trying to get the wupserver working but it wouldn't connect. It seems the reason is that I needed to enable 802.11b on the wifi router (using OpenWRT here) and it connected right up. Might be worth adding that to the documents or, if nothing else, it's documented here in case anyone searches for wiiu recovery menu wifi not working.
