Refine income rules and update resource limits for Medicare Savings Program (QI):
A. Refine income rules: MFB currently applies a fixed income. Change income calculation in following respects:
Show eligibility if individual or married couple income, as applicable, equals at least 120% FPL but is not greater than 135% FPL taking into account income disregards
(1) All users get a $20 general income disregard, applied as follows:
(a) Disregard first $20 of unearned income except SSI income
(b) If client has less than $20 of unearned income, the difference will be applied as an earned income disregard, if applicable
(c) Only one $20 general income disregard is allowed per couple and is divided between the spouses; if one spouse has no income, the other spouse gets the entire $20 disregard
(2) $65 earned income disregard
(a) Deduct the first $65 of all earned income
(b) Divide the remaining income in half - use this result as amount of earned income for determining eligibility
(c) For married copules, consider one-half of income available to each spouse
NOTE: HCPF publishes fixed income limits that are based on 135% FPL + $20.

individual: $11,160
married couple: $17,470
