Update income eligibility / source of income eligibility for Colorado Weatherization Assistance Program

The state has created a sheet that consolidates and updates income rules for the Weatherization Assistance Program, and MyFriendBen should pull from this sheet to determine income eligibility for that program - https://docs.google.com/spreadsheets/d/1ZzQYhULtiP61crj0pbPjhX62L1TnyAisLcr_dQXbbFg/edit?usp=sharing.

Background notes: The state has made some changes that apply to all HHs, regardless of size - so for each HH, the program will apply the highest of 60% state median income, 80% county area median income, or 200% FPL. The income rules are consolidated into the sheet noted above. The state will override the numbers in this sheet from time to time (e.g., when 2025 FPL is announced , they'll modify this sheet accordingly). This state sheet will replace the sheet we currently use to inform income eligibility.
