Android (4.2.1) / Chrome 43.0
iPad (8.3) / Safari 8.0

STEPS TO REPRODUCE:

Navigate to URL: http://www.vizabi.org/
Home page of Vizabi will be loaded
Tap the menu icon of header available on the right upper corner.
Tap docs button
Change orientation of mobile to Landscape
Scroll down until bubble chart comes and covers the whole screen
Now scroll down or scroll up the screen
Note that scrolling is not working on the bubble chart

ACTUAL RESULTS:
When bubble chart covers the whole screen of mobile, scroll up and scroll down are not working

EXPECTED RESULTS:
Scroll up and scroll down should work when needed
