The option to add/change user groups is gone...

Hi,

When we go to a user and scroll to the end it says "User Groups". Before there used to be boxes where we could check what group we wanted a user to belong to but now there's nothing under "User Groups" (see picture).
We're using WordPress 4.9.21. Should we update to WordPress 6.0.2?

We are really dependent on this feature in our choir so we would be grateful to get some help :)
