Update CircleCI pipeline

Right now the CircleCI pipeline fails not because there is an issue with the software, but only because it takes too long for CircleCI to install mamba and build boost from source.

This can be improved either by using a pre-build docker image, and/or using a version of gcc for which boost is built in binary.

Despite this failure, the program still builds correctly under Ubuntu LTS 22.04 86x
