Robots.txt is not available from root domain

Actual behaviour

When your Sales Channel has domains with a language suffix to robots.txt file must be available form the root domain (without the suffixes)

Domains:

• https://shopware.com/de/robots.txt
• https://shopware.com/be/robots.txt

Expected behaviour

https://shopware.com/robots.txt

Steps to Reproduce?

1. Setup a Sales Channel with some (language) suffixes.
   Domains:

• https://shopware.com/de/robots.txt
• https://shopware.com/be/robots.txt

2. Navigate to https://shopware.com/robots.txt
3. The robots.txt is not available

So just to make sure, you only have sales channels with language suffixes, but no channel without a language suffix?

We have a combination of sales channels with or without language suffixes.
For example:
Sales Channel 1

• https://shopware.com/de
• https://shopware.com/be
• https://shopware.com/nl

Sales Channel 2

• https://friendsofshopware.com

Sales Channel 3

• https://github.com/
• https://github.com/en

Any update on this issue/fix?

Unfortunately I did not find time to look into it in more detail, as I think it is a bigger change.
The routing has to be somehow adjusted, as in that case we cannot use the StorefrontController. Maybe one should decorate the RequestTransformer for that.

But this is a bigger change, where I did not find time to investigate it in more detail.
