Disable the Plugin doesnt stop sending Templates from Files

Actual behaviour

With the Plugin installed, Shopware always sends the Mails with the template-files, no matter if the plugin is enabled or disabled.

Expected behaviour

Sending templates from template-files if the plugin is enabled and sending the templates from the administration if the plugin is disabled.

Steps to Reproduce?

1. Install & enable Plugin
2. Create Template
3. Create Template File
4. disable plugin
5. trigger a flow, which is sending a mail with the template
