a continuation of #6 , the panel does look and feel like the menu currently, but does not implement through the same mechanism.

This might cause a problem later when implementing annotations and/or the type settings in the panel.

This ticket represents the conversion of the current font-size solution over to a flexbox solution in the event any such problems should occur.
