Good question. Unfortunately, it's not for me to say — I'm standing on the shoulders of others and nobody seems to have given a specific license to their code.
The original C++ code by prof. Roy Jonker was released with a scientific publication, so I "suspect" it is public, but I didn't get an answer from his company when I asked, in January (I didn't insist afterwards). Then there are Yang Yong (who didn't say) and Yi Cao (cited in Yong's code with an "all rights reserved" mention).
My own microscopic changes to Yang Yong's version —porting to JS— are WTFPL.
I'll leave this issue open in hopes it somehow solves itself after a while. If you have an idea I'd be glad to clarify the situation.
Any chance you'd be willing to provide a license for this code?
