Item Silent Fang (13953) procs properly on white hits, however it wrongly has an increased proc chance on yellow hits.
Test 1:
Hunter with Wing Clip:
White attacks: 522 swing -> 46 proc (8,8%)
Yellow attacks: 540 swing -> 80 proc (14,8%)
Test 2:
Rogue with Sinister Strike
White attacks: 502 swing -> 32 proc (6,4%)
Yellow attacks: 502 swing -> 77 proc (15,3%)
Seems like the proc chance on white hits is fine (some sources say 5%, others say 10%), but on yellow hits it's way too much (~double).
Therefore a hunter/rogue/any melee with proper haste rating able to keep the silence effect on his target with 60-70% uptime, which is gamebreaking in pvp.

duel wielding these is stupidly OP even on a lvl 80, there is no DR and they dont share a PPM, its a flat %, vs a caster theres no way they'd even get a chance to cast. or even vs a DK, time to put in a ticket to get the proc rate reduced...
Edit : 14% Chance to proc.

These were just recently hotfixed (3/25/09) to not work against level 80 players (as far as I know, after 3 minutes of swinging and striking in a duel against a paladin on two occasions they didn't proc a single time).

Nerfed already? My healer was perma-silenced by a DK dual-wielding these in arenas a few days back, but a DK in my guild who has just obtained these is seeing a proc rate of only around 5%.
safe to assume that the hotfix decreased the proc chance aswell, so I don't think this is a bug
every guy who uses this is a dick, but it is blizzlike
