Building Foundations issue

We run 5 Rust Servers and over the last couple of days we have found a issue with people building foundations on top of foundations. They put 1 foundation as close to the ground as possible the do 2 lots of steps then foundations then on the lower foundations they can put up walls and then lay another foundatioon on top of that, just wondering if you guys knew about it and whether you will fix this issue.
