neso%oneapi spec doesn't work with [email protected]

The current neso@oneapi spec will not compile with the intel oneapi compiler version 2022.2.1 due to an issue with m4/autoconf. The current spec works with the intel oneapi compiler version 2022.1.0 . It is suggested that 'spack install intel-oneapi-compilers' in the readme is changed to 'spack install [email protected]' alongside a comment on the issue with version 2022.2.1 or update the spec to work with the newer compiler. A spec which allows you to compile with the intel oneapi 2022.2.1 compiler is
