🐞 Uploading Ballots Gets Stuck

Current Behavior

If you upload the thumb drive, and then put other ballots on that drive and reupload, it warns that the drive was already used. It looks like what it will do is to loop over and over saying that it was already uploaded and prompting the user. This should have happened once and then if they continued to upload things it could happen again. This should not be a loop that the system gets stuck in.
