Can base them off the fake PE data.

Need to test:

  • received data
  • accumulation - "R_VI", "R_SI"
  • sorting of the by_party array for "NATIONAL" level data
  • data as XML/HTML

Suggested approach
We could maybe introduce tests in the subscriber, or a separate module.

We can start the services in distributor and testdriver and then test using subscriber.
