Upload bills

As a stand alone app, should be an admin section where the users can upload the laws.
This feature require:

• User management
• An interface where upload the laws, related to the step.
  • password protected section

this can be exported or adapted from https://github.com/DemocracyOS/app

I agree, but I'd leave this for last. We can make the whole app without and admin or user management.

I disagree, this is core as the other things. I mean, if is a stand alone app, where the people change the flow? Editing jsons and uploading to a server?

That's enough for the time being, until we get a proper UX flow sorted out. Data input is not a priority until the main function of the app is figured out.
