Toggle USB connection reset to avoid breaking controllers that use a dongle

Problem:
Using controllers that mimic the Switch Pro Controller on PC works fine with BetterJoy, as long as you're using Bluetooth or wired connection. If you're using a dongle, however, the "resetting USB connection" step breaks things, causing the controller to disconnect and reconnect, ad aeternum.

Solution:
Allow us to toggle USB connection reset on and off.
