This would be great because (similar to how Youtube does it), if say I stop my video to go to the bathroom then I come back its nice to see its mostly buffered so I have a significantly less chance of buffering issues and lag when i replay the video!

That is the default behavior in dash.js today. If you click on pause the player keeps buffering until it reaches the buffer target.
