Add support for moving incognito tabs to non-incognito windows, and vice versa #1

Open a normal window and an incognito window.
In incognito window, press "Ctrl+Shift+Up/P".
Currently the tab doesn't move. I'd like it to move my incognito tab to the normal window.

We might want to prompt first so you don't accidentally open something shady in a normal window.
