Start a Submission - Submitting is not implemented #19

I'm able to start a submission (My Account -> Submissions -> Start Another Submission)
http://localhost:8080/dspace-freemarkerui-webapp-1.7.0-SNAPSHOT/submit/

It asks me which collection to submit to, but then it stops and says:

Submission: Workspace Item
Collection: Your Sample Collection

Also, if you go to a collection, and then click "Submit to This Collection", you get Internal System Error.

Also, I know that submissions is not implemented, so we need to think it through how to manage submissions.
