URL: GET /api/announcements/recent:
Method: GET

Goes into announcement and grabs pinned and recent announcements from newest to oldest. Prioritizes pinned and recent above all other. Should return 10 announcements initially. Each time endpoint is hit the next 10 announcements are collected.
