I can access precip data for the whole world from NOAA GOES data here: https://www.ncdc.noaa.gov/data-access/satellite-data/goes-r-series-satellites#QPE (called Rainfall Rate Quantitative Precipitation Estimation (RRQPE)). I have an example pipeline for how to access GOES data in viz-scratch here: USGS-VIZLAB/viz-scratch#60. In the example, I pull cloud cover data, but you can change the product_nm in the fetch step to be ABI-L2-RRQPEF to pull the precip product.
