If daily -- convert discharge fetching to daily values

Note some gage-conditions code is here: https://github.com/USGS-VIZLAB/gage-conditions/blob/master/scripts/fetch/dv_data.R that is likely more relevant to this repo than vizstorm's discharge fetchers are.
